It is fascinating the detail given regarding the distribution of the land. It begins by referencing Shiloh and the tabernacle: “Then the whole congregation of the sons of Israel assembled themselves at Shiloh, and set up the tent of meeting there;…” (18:1a, b). It concludes by noting it was done NOT in a private leaders room, but before all the congregation of assembled worshipers in God’s presence. It was done under the leadership of Eleazar the priest, Joshua, and heads of households representing the tribes of Israel: “…distributed by lot in Shiloh before the LORD at the doorway of the tent of meeting. So they finished dividing the land.” (19:51b). The apportioning of land was not from a survey, but by the sovereign will of God through divinely appointed leaders.
